Just here to post my findings; as the in-game description implies, Shore Up only alters it's effect during a sandstorm. Using a Sandygast with Shore Up and 1 HP I found that during Hail, Rain and Harsh sunlight Shore Up restores 1/2 of the user's HP (Sandygast regained 64 HP and it's max was 128). There are only four variations of Moonlight, including itself. One of four isn't typically notable. Should this be removed? Sandstorm
I tested Shore Up during a sandstorm and it recovered 67% health. However it was in Showdown and maybe works diferent in-game - unsigned comment from Pescavelho (talk • contribs)

Shore Up in other weather
Just here to post my findings; as the in-game description implies, Shore Up only alters it's effect during a sandstorm.
