In the trivia section, it says that Remoraid bears no relation to Octillery, evolving from a fish to an octopus. However, I'm not sure Remoraid is entirely based on a fish. Based on the shape of it's body, it appears to also be, at least partly, based on an octopus larva. This would explain why it evolves into an octopus.
