The original Big Four forums were were the boards which had formed the "Anti-Spammer Alliance", and were generally considered to be the largest, most active, and best run Pokémon forums of the day. They were UPNetwork, Bulbagarden, The PokéMasters, and Pokémon Abode, in the order presented by the original banners.
The term is believed to have been coined only after February 2002, by which time the constituent sites had all died, though all but Pokémon Abode have since been resurrected.
Although there is no consensus on who the current Big Four are, if every Pokémon forum is considered eligible (rather than just general Pokémon forums in the vein of the original Big Four), then the current Big Four includes the Serebii.net forums, with the rest being any three of PokéCommunity, Bulbagarden, TPM, Pokémon Fan Universe, and pkmn.net.
