The 16th reply on (http://www.cheatsguru.com/nds/pokemon_mystery_dungeon_2_time_and_darkness_exploration_team/questions/1434562/) says it raises the recruitment rate by 25%, compared to 24% of increase when your Pokémon is at level 100.
