The logic ''would'' make sense '''*IF*''' you got Charmander FIRST and ''then'' worked your way up to Pewter City, but that is not the case in HG and SS. Trivia
I disagree with the trivia "This is likely so that Charmander would have at least one move to use against the Pewter City Gym.", so I went ahead an removed it.
