Two agents of Team Rocket, Annie and Oakley, are sent by Giovanni to the water-based city of Alto Mare to retrieve the Soul Dew, said to contain the spirit of a Latios, a Legendary Pokémon. The main reason for obtaining it is to power a special machine called the Defense Mechanism of Alto Mare, or D.M.A. for short. Meanwhile, Ash Ketchum and his companions, Pikachu, Misty, Brock and their Pokémon are visiting Alto Mare during their travels in the Johto region. Ash and Misty participate in the Tour de Alto Mare, a water chariot race through the city's canals. Ash, Misty and the champion Ross lead throughout most of the race, but the interference of two invisible Pokémon causes Ash to lose. Misty wins by an inch with her Corsola against Ross's Wailmer. Ross congratulates Misty by giving her and the others a tour across the city on his gondola and telling them the legend of the city's protectors, Latios and Latias.

Team Rocket are in the city on vacation, but decide to stalk Annie and Oakley after spotting them. The two spies are tracking down Latias, who has the ability to shapeshift into a human girl. The two trap her with their Espeon and Ariados, but the timely arrival of Ash and Pikachu allows Latias to escape with them. Latias, in return, leads Ash to safety before she vanishes. Ash, Misty and Brock later visit the city's museum where they meet the curator, Lorenzo who explains the city's history, where an evil Pokémon Trainer tormented the civilians with his Aerodactyl and Kabutops. A Latios brought water to the city, drowning the fossil Pokémon and leaving behind their remains, which are implanted into the museum's floor. Lorenzo shows the D.M.A. to the trio, but Ash spies a girl who looks remarkably similar, if not identical, to Latias in human form. Ash and Pikachu pursue the girl across the city, losing her, and then running into Latias, who leads them to her home hidden in the depths of the city - a beautiful garden.

The other residents of the garden, Latios and another girl, Bianca, are hostile towards the intruders until Lorenzo appears. Lorenzo is revealed to be Bianca's grandfather and calms everyone down. Latias reveals herself to Ash as a Pokémon and they play together with Pikachu and Latios. Lorenzo and Bianca finish the story about Alto Mare's history, explaining that the original Latios died when he saved the city, and left behind the current Latios and Latias. The Soul Dew, which contains his soul, is actually in that very garden, kept in a hidden pool. Lorenzo explains if the Soul Dew is removed, it could be used to destroy the city. Ash and Pikachu leave with Bianca, but that night, Annie and Oakley invade the garden, capture Latios and steal the Soul Dew. Lorenzo and Bianca follow them to the museum, where Oakley plans to use the D.M.A. to destroy the city. Latias finds Ash and alerts him of the situation.

Ash, Pikachu and Latias head to the museum, escaping the city-wide lockdown but are nearly killed by the revived fossil Pokémon. Upon arriving at the museum, they find the D.M.A. out of control and an immensely in-pain Latios being used as its source of energy. Misty and Brock show up later to lend a hand as Latias uses her psychic powers to free her brother and stop the machine. However, Annie tries to grab the Soul Dew, causing it to explode and all the water to leave the city.

The group heads outside and discovers that a giant tsunami is heading for the city. Latios and Latias race to stop it and use their combined psychic abilities to destroy it. In the process, Latios gives his life to save the city and dies after a brief farewell with Latias. Latios' soul becomes the new Soul Dew and is placed back in the garden. The next day, Ash, Misty and Brock prepare to depart Alto Mare and say farewell to Lorenzo. On their way out, they spot Bianca or Latias in human form waving to them. Ash meets her at the dock where she hands him a drawing of himself and Pikachu, and then shocks both him and his friends by kissing him. Misty and Brock are left puzzled as to whether it was Latias or Bianca who kissed Ash. The group leaves the city, and Ash and Pikachu spot what looks like two Latios and Latias flying overhead.

Annie and Oakley are later freed from the D.M.A. after being trapped in its control seat. They are then sent to prison, where it appears they continue scheming.

Character introductions

Important events

  • Latios passes away.

Trivia

Alto Mare during the sunset
Russian characters on Oakley's computer
  • This movie debuted in Japanese theaters between the episodes Just Add Water and Lapras of Luxury.
  • This movie uses the same intro from the dub of Celebi: Voice of the Forest.
  • In this movie, as in Celebi: Voice of the Forest, Jessie, James and Meowth land on a protruding object that only breaks when Wobbuffet comes out of its Poké Ball.
  • Director Kunihiko Yuyama looked to Venice, Italy for inspiration when designing Alto Mare.
    • This explains why the characters say "Ciao" and "Arrivederci", as well as the names Bianca and Lorenzo.
  • In a throwback to The Power of One, Annie and Oakley are reading about Lawrence III during the credits.
  • Images of Mewtwo, Lugia, Entei and Celebi are hidden in this movie, referencing Pokémon featured in the previous films.
  • This is the first movie to feature the permanent death of a Pokémon (Latios).
  • This is the fourth Pokémon movie to air on Toon Disney. The first three were Jirachi: Wish Maker, Destiny Deoxys, and Celebi: Voice of the Forest.
  • Like the previous films, this one briefly displays Porygon at the beginning of the movie.
  • The characters appearing on the right side of Oakley's computer screen while she is deciphering the code on the stone plates are Russian.
  • This is the first movie in which Team Rocket does not influence the plot and has no contact with the main characters.
  • Ash continues his habit of ramming obstacles, this time throwing himself into a barrier shielding Latios.
  • This is the last movie released in U.S. theaters, with later movies being direct-to-video or television releases.
  • The English dub of this movie mentions that an Aerodactyl and Kabutops drowned. Though it is possible that Aerodactyl (a Rock/Flying type) drowned, it is highly unlikely that Kabutops (a Rock/Water type) would have.
  • The ambiguity of which character (Bianca or Latias) gave the drawing to and kissed Ash bears a similarity to the 1957 British war film The Bridge on the River Kwai of whether the shell-shocked and mortally wounded Colonel Nicholson (Alec Guinness) meant to fall on the plunger handle of the bridge explosives or not.

Errors

  • In the opening scene where Brock explains how Ash met Pikachu, Ash is pictured fully clothed - in the episode in question, Ash was still in his p-jamas. Also, Pikachu is portrayed as having been friendly with Ash, yet in the episode Pikachu was not friendly at first and began to spark a friendship with Ash later.

Dub edits

File:Pokemon Movie 5 Deleted Scene.png
Scene that did not appear in the English dub
  • The entire backstory of the movie was changed in the dub. A segment of approximately two minutes, which told the story of the origin of the Soul Dew in Alto Mare's ancient history, was cut. This cut also removed the reference to the fact that many Latios and Latias came and went to and from Alto Mare frequently, causing some confusion to dub watchers when two Latios and a Latias appeared in the credits. This scene is very unique, because the animation in this scene was done in a storybook-like fashion, something that had never been before in the Pokémon anime and has not been repeated again so far.
  • A replacement backstory was added in the form of dialog telling about an evil trainer who once attacked the people of the city with a Kabutops and Aerodactyl, until Latios brought water to the town, drowning the evil Pokémon and turning the streets to canals.
  • The dub also makes Annie and Oakley members of Team Rocket; however, in the original, the two are working independently and no mention is made of a relationship between themselves and Team Rocket or Giovanni.
  • Latios does not keep its Japanese voice in the dubbed English version, and it sounds almost like Latias as a result.
  • Also, in the American DVD release of the movie, an intense blue tint was applied, making most of the colors much darker than in the original.
