Toukyo City is the capital of the unnamed nation where much of Pokémon takes place. It has only been mentioned in Takeshi Shudo's anime novelizations, so its canonicity is debatable. Especially since Saffron City occupies the space where Tokyo should be if the fictional country matches that of modern day Japan continues to match up with the country.
