This card was released as a promotional card. In Japan, it was released in April 1997 with the Pocket Monsters Fan Book. The English version of the card was one of four possible cards that one could receive by buying a ticket to the theatrical release of Mewtwo Strikes Back. The English version also has a gold foil stamp in the top right corner that reads "Kids WB Presents Pokémon The First Movie".
The card was later reprinted with different artwork by Benimaru Itoh and also released promotionally. In Japan, this version came with the June 1997 issue of CoroCoro Comic, released in May 1997. The English version of the variant card was included in the DVD and VHS releases of Mewtwo Strikes Back.
