Belongs in the User: namespace. Since you are a new user, you will not be able to create a user page until you make some constructive edits and have been here for a certain time. Don't know too much...

Don't exactly understand what's to be done and what's not to. What can I do ? What can I not? It said on my page not to mess with my stuff. I don't know if people will do that or not, but don't play around with me.

See that nice green welcome message two sections up? That gives you a basic overview. More detailed rules (or "Policies") are contained in the pages it links to. Also, anyone can edit or remove anything you contribute. You agree to that when saving each edit. It's written just above the save button. That's what makes Bulbapedia a wiki.
