Smeargle (Japanese: ドーブル Doble) is a Normal-type Pokémon first seen in the Generation II games. Its single move, Sketch, allows it to learn almost any move in existence.
Smeargle has the Ability Own Tempo, which prevents confusion.
Smeargle does not evolve to or from any other Pokémon.

Behavior
Smeargle live in groups. When a Smeargle reaches adulthood, the other members of the group draw a paw-print pattern on its back. Those who refuse to let themselves be marked are ostracized from the pack.
Habitat
Smeargle are very adaptable, and can live just about anywhere. You can always tell when you've found a Smeargle's territory because it will mark the boundary with the paint-like substance excreted by its tail.

Smeargle first appeared in Pikachu and Pichu as part of the Pichu Brothers Possé.
In The Art Of Pokémon, a trio of Smeargle were vandalizing White Town.

Smeargle can learn any set of moves due to Sketch, which permenantly copies any move. Smeargle can only learn one Sketch at a time. In Generation II, Sketch can't be used to learn Self-Destruct, Explosion, Metronome, or (?).

Origin
Smeargle appears to be based on a beagle and an artist.
Name origin
Smeargle's name may be a combination of smear and beagle. Its Japanese name may be a combination of "dog" and "dabble" - to splatter liquid, which could be a reference to paint being splattered.
