It is automatically unlocked on purchasing the Secretive Forest Friend Area, available after the completion of the main story. All Pokémon found here are whole or part Ghost type.

Rare TMs and Wonder Orbs can be found inside the walls on floors 3, 5, 7, 9, 12, and 15.
