Dolan (Japanese: ダズ Daz) is a character of the day and a Pokémon smuggler who appeared in To Catch a Pokémon Smuggler!. He served as the main antagonist of the episode.
Dolan drove by with his Diggersby, on the run from Officer Jenny and her Manectric, with a stolen Scatterbug that he was planning to sell. However, while swerving, the cage accidentally fell down and Dolan drove off since he was still being chased. Later, Ash and his friends searched for Dolan with the help of Officer Jenny. Dolan returned to where the cage fell and found out that Scatterbug had evolved into Spewpa. Unbeknownst to him, the Spewpa was Chespin in disguise. He eventually found out sometime after driving off as the disguise fell off.
The group found Dolan in an abandoned laboratory and everyone except for Ash got trapped in a net that was set. Dolan confronted Ash and told the group about Chespin being valuable to sell despite not being in the Scatterbug evolutionary line. The two had a battle where Dolan was determined to defeat Ash. After Froakie became weakened by Diggersby, Spewpa took over and was able to defeat Diggersby while evolving into Vivillon. Dolan tried to catch Vivillon with a net but Officer Jenny arrested him. Dolan was about to fight back but Vivillon's scales made him calm and he got dragged away by Officer Jenny.

On hand
Diggersby is Dolan's main Pokémon. It was often used to assist Dolan in his poaching activities. When Ash battled Dolan to rescue Chespin and the Spewpa, it overpowered Froakie despite having a type disadvantage, but it was defeated after the Spewpa that had escaped evolved into Vivillon and paralyzed it with Stun Spore.
Diggersby's known moves are Mud Shot, Dig, Double Slap, and Hammer Arm.
Stolen
Several Scatterbug and Spewpa were kidnapped by Dolan. Dolan would capture and hold them captive until they evolved into Vivillon, which he could sell because of their patterns. They were eventually freed when Ash, his friends, and Officer Jenny teamed up with a wild Vivillon to arrest Dolan. Several Spewpa evolved into Vivillon afterwards.
None of Scatterbug or Spewpa's moves are known.

- Dolan bears a resemblance to Wario from the Mario series: his clothing is similar to Wario's clothing from the WarioWare series and his nose is discolored in a similar way that Wario's nose is discolored.
