Fanon Speculation

In one of the right-side rooms of the right-side portion of Sea Mauville, the player character can discover papers apparently left by one of the higher-ups after the facility's closure. It states repeatedly, "I am a man with no power ...", which is the same statement made by the "Powerless man" in Mauville Hills who later becomes Mr. Bonding. Possible connection?
