This is a list of Legendary Pokémon, sorted by the Pokemon's National Pokédex number, meaning that Legendary Pokémon that were first seen in the Kanto region in Pokémon Red and Green Versions will appear first, followed by those receiving a debut in Johto, Hoenn, Sinnoh and finally Unova.
Phione's Legendary Status

As many Phione can be obtained (due to the fact that they can breed), their status as Legendary Pokémon is often disputed. In this article, Phione is counted as a Legendary Pokémon because in the latest official sorce, Phione is hinted towards being a Legendary. Also, Phione is technically the offspring of a Legendary Pokémon, so arguably has to be at least a part-Legendary Pokemon.
