Just here to post my findings; as the in-game description implies, Shore Up only alters it's effect during a sandstorm. Using a Sandygast with Shore Up and 1 HP I found that during Hail, Rain and Harsh sunlight Shore Up restores 1/2 of the user's HP (Sandygast regained 64 HP and it's max was 128). Sandstorm
I tested Shore Up during a sandstorm and it recovered 67% health. However it was in Showdown and maybe works diferent in-game - unsigned comment from Pescavelho (talk • contribs)

Shore Up in other weather
Just here to post my findings; as the in-game description implies, Shore Up only alters it's effect during a sandstorm.
