Aren't the 3 new Pokémon's relationships confirmed? This page says it's only a theory. - MTC
There's nothing in the source materials I've seen that explicitly confirms it, but in two out of three cases, it's quite obvious, and in the third (this one), it seems quite likely. - Murgatroyd
I agree that Manene is the pre-evolved form of Mr. Mime.
