Phillip Bartlett is a voice actor for the English-language dub of the Pokémon anime.
There is some speculation that Bartlett and Ken Gates are the same person. However, both were credited separately in the first movie's credits. In addition, the character of Mewtwo had a different voice in Mewtwo Returns, but Gates still worked on the show.

Bartlett's only role in the Pokémon anime is that of Mewtwo from the first movie. He has had no other roles in the series prior to or since that point.
