The shrine is a small structure located in the Ilex Forest. It is used in obtaining Celebi, and is only found in the Generation II games.
When the player puts a GS Ball on the shrine in Pokémon Crystal, a Lv.30 Celebi will appear. The player then has the opportunity to capture the Psychic/Grass Pokémon.
In the anime, the shrine has appeared in the fourth movie, and briefly in A Farfetch'd Tale.
