Badge change

Does anyone know how the change in the order of the Gym Leaders in Pokémon Platinum will affect the HMs? To be more specific, would the Badges associated with each HM stay the same (meaning you'd be able to use Surf, then Fly, then Defog), or would they change so that you still have access to them in the same order (meaning Fly, then Defog, then Surf)?
