Phoebe (Japanese: フヨウ Fuyō) is a master Template:Type2 Trainer and member of the Hoenn Elite Four.

In the games

In Generation III, Phoebe is the second member of the Hoenn Elite Four. Her strategy is to confuse and confound with Pokémon she considers undefinable.

Most of her Pokémon are pure Ghosts, with the exception of Sableye, which is half Template:Type2. Her grandmother resides at Mt. Pyre and Phoebe hopes she's doing well. While it is unknown who her grandmother is, it is quite likely that she is the old lady the guards the Red Orb and the Blue Orb at the top of the mountain.

She also claims to have the ability to communicate with Ghost Pokémon, presumably in a similar fashion that Psychic Trainers like Anabel, Sabrina communicate with their Pokémon through telepathy.

• Phoebe is the only Ghost-type specialist that does not use any member of the Gastly line, due to the fact that Gastly is not native to Hoenn.
• She was the second Ghost-type specialist easy to confuse with a Water-type specialist, (the first being Morty) as her clothing and tan appear to be based on those of native islanders.
