Characteristics are a Generation IV extension of the Natures introduced in Generation III. Unlike the Natures, they do not raise or lower stats. Instead, they indicate which stats Pokémon are more adept in.
A Pokémon's characteristic is determined by its highest IV mod 5. In other words, it is the remainder created when the Pokémon's highest IV is divided by 5. Since it is built this way, Pokémon transfered from the games of Generation III via Pal Park have a characteristic without their stats being changed.
