Creating user pages is a privilege that is earned after making several edits to the many articles here on Bulbapedia and being a member here for a certain amount of time. Once you have fulfilled those requirements you will be auto-confirmed which well then allow you to create your user page. Remember, we're an encyclopedia, not a social networking site!
