Mustard - Fighting-type specilist

So as we all know Mustard was a Fighting-type Gym Leader prior to becoming the Champion 50 years ago. Currently 3 out of his 3 Pokemon are Fighting-type and he is having a Dojo. Should he be considered a Fighting-Type specialist in the Champion section?
