Phoebe (Japanese: フヨウ Fuyō) is a master Ghost-type trainer.

In the games

In Generation III, Phoebe is the second member of the Hoenn Elite Four.

Phoebe is the second of the Elite Four. Her strategy is to confuse and confound with Pokémon she considers undefinable.

Most of her five Pokémon are pure Ghosts, with the exception of Sableye. She apparently has a grandmother at Mt. Pyre, but it is not known if the grandmother works there or is visiting there, but she hopes she's doing well.

Because of her skin tone and style of dress, there has been some fanon speculation over Phoebe's racial ancestry.

Japanese フヨウ Fuyō Fuyō literally translates to "floating," which may allude to her Ghost Pokémon.
English Phoebe Means bright one, but was probably chosen because of similarity with phobia or phantom.
French Spectra From spectre, ghost.
German Antonia Similar to the German Phantom.
Italian Ester Could derive from spettro(spectre), esoterico(esoteric), strega(witch) or esper(extra sensorial perception).
