Dogasu is a Head of Anime at Bulbagarden and also owns Dogasu's Backpack, "your guide for the Japanese version of Pokémon"[1].

Dogasu is highly critical of the Pokemon English Anime, citing it as being extremely toned don from the Japanese version.
