Fuura City, the city where the people live with the wind, is holding its yearly "Wind Festival". Old legends tell that, on the final day of the festival, the Legendary Pokémon Lugia will appear and bless the city with the winds. Against this backdrop, the people gathered in the city were all participating in the festival in their own ways...
- Lisa, a high school girl who's new to Pokémon.
- Kagachi, a boastful man who can't stop lying.
- Torito, a timid researcher who doesn't have confidence in himself.
- Hisui, an eccentric old woman who hates Pokémon.
- Largo, a mysterious girl who wanders the forest by herself.
Ash and Pikachu will meet these people, and their story will begin to unfold.

The March 2018 edition of CoroCoro revealed that the movie's special distribution to Generation VII games in Japan will be a Lugia. It will be at level 100 and possess its Hidden Ability Multiscale, as well as knowing the moves Aeroblast, Defog, Tailwind and Hurricane, the latter of which it cannot normally learn. It is nicknamed "Wind Lugia" in reference to its role in the Wind Festival in the film. It will be distributed via serial codes that will be distributed from April 13 to July 12, 2018 by pre-booking tickets to the movie, with the codes themselves being redeemable until September 30.
