We should include the specific time at when the Jogger can be fought. I looked into Pokémon Platinum, Diamond and Pearl's files, and found out that Joggers can only be fought at Morning (Which was already known), specifically from 4:00 AM to 9:59 AM. Basically, almost no one will fight it, because who in their sane mind even wakes up that early to play videogames, but it's at least a neat info to add.
