This template is broken because any link that has two colons at the beginning will be treated as plain text. I guess a check to make sure if that colon should be applied is needed.
The userpage link with the check could look like this:
[[:{{#if:{{{2|{{{Project|}}}}}}|{{{2|{{{Project|}}}}}}:}}User:{{{1|{{{User|Example}}}}}}|{{{1|{{{User|Example}}}}}}]]
