Howard Myers (Japanese: ハワード・マイヤーズ Howard Myers) is the mayor of Ryme City and father of Rachel Myers in the game Detective Pikachu Returns.

Detective Pikachu Returns
As the mayor of Ryme City, Howard is first seen at the beginning of the game where he is giving out medals to Tim and his partner Detective Pikachu to honor their efforts in investigating the R incident. Howard's goal as city mayor is to promote stronger bonds between people and Pokémon, as well as to prevent dangers related to Pokémon such as the R event. To achieve this goal, it is revealed that Howard has recently formed the Pokémon Protection Bureau (PPB) and has been working to draft a Pokémon Friendship Bill; with the latter being a source of contention with his daughter Rachel.
Howard is later revealed to be the CEO of Unitas, a project which created by Howard to continue his late wife Emma's research on the mutual understanding between humans and Pokémon. This project leads to the development of Control Cubes which Howard believes is a peaceful solution to foster friendship with Pokémon. He is eventually disillusioned of Charles Merloch's evil plans when Tim, Pikachu and Rachel convince him of the cubes' actual intentions.
Personality and Characteristics
Howard values his family and will take any measure to protect his daughter Jessica. However, he has been shown to be easily misguided in his aims for peace between people and Pokémon, having been deceived by Merloch's lies in regards to the true nature of the Control Cubes.
