Wheeler attacking Kate with Bidoof

Wheeler (Japanese: ホイラ Wheeler) is a high ranking employee of Altru Inc. He frequently uses Bidoof, apparently unaware of their relative weakness compared to the Pokémon that the rest of Team Dim Sun uses. The player first meets him in the Altru Building while the player is on a guided tour, although he is technically first seen in Vol.2 of the Almia Times. He later appears in Altru Park when Blake gives a speech.

During the raid at the Ranger Union, he attacks the player with several Bidoof.

The player faces him again at the top of Altru Tower, where he uses a single Bidoof against the player. After losing, he attempts to send another Bidoof, only to be stopped by Blake. When Blake loses control of Darkrai, Wheeler is pulled into a Dark Void.

After Darkrai is captured, he is freed from the Dark Void.

After the end of the game, an NPC hints that Blake has gone to a far-away prison. This may mean that Wheeler has met the same fate, as he followed Blake out of the building to meet the escorts.

Main purpose

Wheeler's main purpose to Altru/Team Dim Sun is unknown, as he is never involved in anything too serious. However, it may be possible that he was the one behind the invasion of the Ranger Union. Wheeler is most likely Blake Hall's accountant or right hand man of some sort. He is also extremely cowardly, insecure and paranoid (or just nervous around his boss), as evidenced by the fact that he is always stroking his own hands. The Bidoof he always uses seem to reference this, being some of the weakest Pokémon in the game.

As shown in the final battle, he tries to get involved and make himself look important, even going to the limit of interrupting Blake to simply send a Bidoof upon the player to create some sort of threat. Blake also appears to find him an annoyance, as when Wheeler does try to impress his boss in some way, Blake will command him to stop, and even attempts to push Wheeler off Altru Tower in the final part of the game.
