Outbreaks are instances when Pokemon rare or nonexistent in a certain area become more common than usual. They occur randomly after beating the Elite Four in Pokemon Ruby, Pokemon Sapphire, and Pokemon Emerald. The player character is alerted through a Pokemon News broadcast. Some outbreak Pokemon are Seedot, Skitty, and Surskit.
