This card was first released in the English XY Trainer Kit: Pikachu Libre & Suicune as both a Holofoil and Non-Holofoil card. It was released in Japan as a XY-P Promotional card in the Pikachu Libre Special Pack, available exclusively from Pokémon Centers and Seven & I owned store chains such as 7-Eleven and Ito-Yokado starting June 17, 2016.

Origin

Pikachu Libre is one of the costumes worn by Cosplay Pikachu, a special Pikachu obtainable in Pokémon Omega Ruby and Alpha Sapphire. It is also a Battle Pokémon in Pokkén Tournament. Quick Attack is a move in the Pokémon games that Pikachu can learn. This card's Pokédex entry comes from Pokémon Y.
