South of the ruins are two men standing near a hill. The first gives you a Miracle Seed, which boosts Grass-type attacks, while the man behind the cuttable tree hands out TM05 (Roar). Head south to reach a small inlet, and register Fisherman Ralph's phone number for alerts about Qwilfish swarms.
