Did Blissey appear?

There's a picture on the short film's Japanese webpage that features a Blissey, and I was not sure if a Blissey actually appeared in the short film. It has been a while since I've since this short film, so unfortunately, I can't recollect anything about Blissey at the moment.. The appearance is apparently not documented on the Blissey species page, either, so I was wondering if this was either an unused element or an overlooked element that just hasn't been documented on Bulbapedia yet, in terms of Pokémon appearance..?
