It is unlocked after exiting Forest of Fairies via the stairs behind the locked door as a part of Mismagius's Connection Orb mission. During Tyrantrum's Connection Orb mission, the stairs behind the locked door can be accessed, which lead to Deep Ocean Tunnel.
