Plot
At Ecruteak City, a festival is held to commemorate the two towers in the city as the Kimono Girls prepare for their evening performance. Naoko, in particular, feels pressured to put on a good show as a vast audience gathers, including Morty the Gym Leader and his Gengar.
As the show begins, a projected image of Lugia and Ho-Oh appears on the curtains. The curtains pull back to play a projected animation while Zuki begins the story: centuries prior, the citizens of Ecruteak constructed two nine-tiered towers: the Bell Tower and the Brass Tower, atop of which Ho-Oh and Lugia respectively roosted.
