==Legal cards from rotated sets==
Some players in the POP leagues believe that "banning" cards from play, and thereby removing whole decks, slows down play and is bad for the game as a whole. Some players also see the purpose of removing sets from play to be done for financial reasons, as allowing the use of older sets in play could potentially impact the sales of newer sets.
Some cards in sets that are part of the current rotation are reprints of cards that appeared in older rotations.  If a card is included as part of any set in the current rotation, any version of that card is legal for tournament play.  For example, {{TCG ID|EX Sandstorm|Rare Candy|88}} has been a part of every rotation since it was printed. Thus, older versions of Rare Candy, even those from rotated sets like EX Sandstorm and Great Encounters are still legal cards.  Similarly, basic energy cards from old, rotated sets are still allowed in tournament play.

On the other hand, some players think that being forced to come up with new deck ideas makes the game more fun and interesting.
In cases where a card is reprinted with significant text changes, the player playing the card must include a copy of the card for reference.  For example, the {{TCG ID|Base Set|Energy Retrieval|81}} printed in {{TCG|Black & White}} is different from the original print in {{TCG|Base Set}}.  A player would be permitted to include the Base Set print of Energy Retrieval in their deck for tournament play, but would be required to provide a copy of the Black & White print as reference.

A rotation in the Pokémon Trading Card Game is when several sets are removed from Pokémon Organized Play (POP), usually because they are too old and would not be compatible with newer sets or rules. Rotations almost always occur directly following the TCG World Championships and remove four or more sets. If a set is "removed," that means a player is no longer able to use any card in that set in their deck. This rule only applies to Modified format. In Unlimited format, players may use any card from any set in their decks.

Legal cards from rotated sets

Some cards in sets that are part of the current rotation are reprints of cards that appeared in older rotations. If a card is included as part of any set in the current rotation, any version of that card is legal for tournament play. For example, Rare Candy has been a part of every rotation since it was printed. Thus, older versions of Rare Candy, even those from rotated sets like EX Sandstorm and Great Encounters are still legal cards. Similarly, basic energy cards from old, rotated sets are still allowed in tournament play.

In cases where a card is reprinted with significant text changes, the player playing the card must include a copy of the card for reference. For example, the Energy Retrieval printed in Black & White is different from the original print in Base Set. A player would be permitted to include the Base Set print of Energy Retrieval in their deck for tournament play, but would be required to provide a copy of the Black & White print as reference.
