Will (Japanese: イツキ Itsuki) is a Psychic-type Trainer and member of the Indigo Elite Four.
Will is noted for his peculiar appearance—formal clothes and a mask that covers his eyes.
In the games
Will is a member of the Elite Four in the Generation II and Generation IV games. He is the first of the five Trainers one must battle after defeating the eight Gym Leaders of Johto.

In the manga
In the Pokémon Adventures manga
Will debuts in the Gold, Silver & Crystal arc. He, along with Karen, Green, Silver, Sham, and Carl, was one of the children raised by the Masked Man to be his servants. Unlike Silver and Green, Will was not kidnapped and went to the Masked Man willingly out of boredom.
Will and Karen first appear at the Ilex Forest, where they have been tasked with guarding the area. When Green arrives to stop the Masked Man's plan to capture Celebi, she is attacked by Will and Karen. With the Lugia and Ho-Oh they borrowed from the Masked Man, Will and Karen exploit Green's fear of birds to torture her. When Green learns that Will and Karen also defeated and captured Silver, she overcomes her fear of birds and sends out Articuno, Zapdos, and Moltres to fight. Green and her allies, Red and Blue, each use one of the legendary birds to battle against Will and Karen. With the assistance of many Pokémon sent from all across Johto and Kanto, Lugia and Ho-Oh are freed from the Masked Man's control and fly away. Defeated, Will makes his escape, only to be punished later by the Masked Man for doing so.
After the Masked Man's defeat, Will and Karen are approached by Bruno and Koga, who offer to form an alliance since all four of them are ex-members of various criminal organizations.
In the HeartGold & SoulSilver arc, it is revealed that Will, Karen, Bruno, and Koga were all made members of the Johto Elite Four by the Pokémon Association. The Johto Elite Four go to the Pokéathlon as an act of promotion for the Pokémon League. There, they meet Gold, whom they challenge to the Power Course. Although they easily defeat Gold in the first two events, Gold gains enough points in the third event to win overall.

Xatu is Will's first known Pokémon. Xatu was first used to attack Green at the Ilex Forest. Green's fear of birds prevented her from fighting back. Later, it was used against Silver while on Lugia's back. After being weakened by a Beat Up from Silver's entire team, Xatu was defeated by a Return from Silver's Feraligatr. In The Escape, it was revealed to have evolved from a Natu.
Xatu's only known move is Psychic.

Exeggutor first appeared alongside its Trainer at the Pokéathlon. It was used to challenge Gold in the Goal Roll event, where it easily won.

Borrowed
The Masked Man lent Lugia to Will in order to guard the Ilex Forest. Will used Lugia to battle against Green, Red, and Blue, who each used Articuno, Zapdos, and Moltres. During the battle, many Pokémon sent from people from Kanto and Johto came to assist. The Pokémon latched on to Lugia and Ho-Oh, and their combined power freed the two from the Masked Man's control. Now freed, Lugia and Ho-Oh flew off to parts unknown.
Lugia's known moves are Whirlpool, Psychic, and Aeroblast, and its Ability is Pressure.
In the Pokémon Pocket Monsters manga
Will appears in A Challenge to the Elite Four of Pokémon Pocket Monsters. He is a member of the Johto Elite Four.
Will, along with Bruno and Koga fell from the Elite Four Tower, seemingly defeated by Karen. Red asked them what happened, but Koga asked him to ask Karen herself. It is later revealed that after being exhausted from training, Karen decided to tell them a joke, and they fell down the building after hearing her dumb joke.

Trivia
- Will's hair falls over the left side of his face, leading to his left eye being whited out in some depictions. This has spurred debate as to whether he has one functioning eye or two. This is rectified in Pokémon HeartGold and SoulSilver, where his overworld sprite clearly shows two eyes, both obscured by white.
- Will has several similarities with Lorelei: both of them are the first challenger of Kanto Elite Four; both of them have used Slowbro and Jynx in their respective parties; they have similar hairstyles; and both of them have had their hair depicted as either purple or red.
- All of Will's Pokémon (excluding Jynx, for obvious reasons) changed from male in Gold, Silver, and Crystal to female in HeartGold and SoulSilver.
- Similarly to Saturn, Bugsy, and Janine (Generation II) his Pokémon are the opposite gender of himself despite having a 50-50 gender ratio.
- There is data in Pokémon Crystal for the gender of almost every Trainer class in the game (Eusine is excluded). This is used to select which dialog pool to sample from when randomly choosing the opponent's dialog. Interestingly, Will is one of two male characters to be identified as female in this array. The other is Bugsy.
- Will is the only member of the Indigo Plateau Elite Four (in Generation II and HeartGold and SoulSilver) that uses only Pokémon of the type that he specializes in the first match. All others have at least one Pokémon not of their specialty in their first match, and, with the exception of Lance, replace the Pokémon not of their specialty with Pokémon of their specialty in rematches.
- He shares this trait with Lucian of the Sinnoh Elite Four in Pokémon Diamond and Pearl. Coincidentally, both use Psychic-type Pokémon.
- All of Will's Pokémon are dual-types the first time he is battled.
