This bearded hippie is a character of the day who appeared in Wake Up, Snorlax!. In the Japanese version, the hippie was simply referred to as an old man.
While walking down a lonely road, the hippie played a Poké Flute for Ash and his friends. They were grateful to him and continued along their way. The bearded man also played for Team Rocket, but they were less than impressed.
When Ash and the others discovered that the town's food wasn't growing because a Snorlax was blocking the water, they immediately ran to the hippie, who revealed that the Snorlax was his Pokémon. After hearing of the situation in the nearby town, the hippie played his Poké Flute, and Snorlax awakened.

The hippie was known for having at least seven Snorlax. One of them was sleeping near an irrigation canal and prevented the water from flowing. The only way Snorlax could wake up was to play the Poké Flute, as was shown on the card on which it was sleeping. The hippie came by and woke it up with his Poké Flute. The water still wasn't running, but the source of the problem were thorns that had overtaken the canal. The Snorlax that was sleeping there, however, actually liked thorns and ate them, which cleared a path for the river to flow.
None of Snorlax's moves are known.
