Noriko Shitaya (Japanese: 下屋 則子 Shitaya Noriko) is a Japanese voice actress for the Pokémon anime. She was born on April 22, 1982 in the Chiba Prefecture of Chiba City, Japan.

Shitaya began her work during the Diamond & Pearl series. One of her major roles is voicing the gym leader, Viola and Serena's Pancham.
