This card was included in the Plasma Blast expansion, first released in the Japanese Blastoise + Kyurem-EX Combo Deck. Starting June 1, 2017, customers of Build-A-Bear Workshop stores (both physical and online) would be given a variant of this card with the purchase of a Squirtle Build-A-Bear. This print has the store logo stamped in the bottom right corner of the artwork.
