Pokemon Level
His Pokemon scale with you. By gyms completed, maybe? I did Isle of Armor after the second gym, and had these levels:
First fight: Lv10 Abra, Lv12 Slowpoke Second fight: Forgot to write these down. In the lv18-20 ish range iirc. Third fight: Lv23 G-Ponyta, Lv24 Kadabra, Lv24 Woobat, Lv25 G-Slowbro
