Eh... not necessarily. We've had this sort of argument a thousand times on Bulbapedia, and decided that unless referred to with a masculine or feminine pronoun, it's hard to judge. And given that this is one of Harley's Pokémon... yeah, we really can't be sure. --AndyPKMN 01:25, 28 July 2010 (UTC)

How is Harley not a villain? To say: How is his Cacturne not a villains' Pokemon?
