Leon Vs Raihan

I was watching this episode and I got a little doubt, the flashback of Leon's battle against Raihan takes place in Hammerlocke, but the battle of episode 27 takes place in Wyndon. Does this mean that Leon faced Raihan before the events of his intro in the anime or is this a chronology error?
