In Japan, this card was released as one of the SM-P Promotional cards and was given to customers who purchased at least 5 booster packs from any Pokémon Center, Pokémon Store, or from the Pokémon Center Online in celebration of the reopening of Pokémon Center Tohoku on June 30, 2017. The promotion ran from the opening day for as long as stocks lasted. The updated Pokémon Center Tohoku logo is also present on the card.

Renewal Open! is a reference to the reopening of Pokémon Center Tohoku, while Star Festival is a reference to Tanabata. Pikachu is depicted wearing a Rowlet poncho, one of the updated mascots of Pokémon Center Tohoku. This card's Pokédex entry comes from Pokémon Sun.
