Gen 2 water encounters

While it is true that only 5-level intervals are stored in the game data for water encounters, there is code in the games that can increase the level by 0-4 levels. There is a 35% chance for it to be increased by 0, a 30% chance for it to be increased by 1, a 20% chance for it to be increased by 2, a 10% chance for it to be increased by 3, and a 5% chance for it to be increased by 4. It's fairly easy to confirm in-game that levels that are not multiples of 5 do appear while surfing.

As a result, I've reverted your incorrect edits to water encounters in Generation II. --SnorlaxMonster 03:24, 24 July 2021 (UTC)
