Userpage

You're not permitted to create a user page now, and according to the Userspace policy you are not allowed to create a userpage in the main space. That is considered evasion of the userspace protection, and you have made yours in the mainspace twice now. You must contribute to the mainspace before you'll be permitted to make a userpage.
