The Pokémon Fan Club President is the head of the Pokémon Fan Club, a Pokémon lover association. There are three known presidents, all being old men.
In the games
Kanto
Kanto Pokémon Fan Club President first appears in the fan clubhouse in Vermillion City in Pokémon Red and Blue. He talks about his two favorite Pokémon, Rapidash and Fearow at length and then gives the player a coupon to get a bicycle. He appears there again in Pokémon Gold and Silver.
Hoenn
Hoenn Pokémon Fan Club President the club house in Slateport City in Pokémon Ruby and Sapphire. He claims to have raised over 100 different Pokémon in his lifetime. He travels across the nation on his Fearow.
Sinnoh
Sinnoh Pokémon Fan Club President appears in Hearthome City in Pokémon Diamond and Pearl. This one does not brag as much as Kanto's president does.
In the Pokémon Special manga
All three Presidents appear in Pokémon Special manga. They are all short, odd old men.
Kanto's Fan Club President's His first appearance was in Danger: High Voltorb where he forced Red to be part of the community and even borrowed his Pikachu. His Abra, along with all members' Pokémon were stolen by Lt. Surge. When Red hears about that, he goes to S.S. Anne to rescue them and give them back to Fan Club Members. When President sees that his Abra evolved into Alakazam while being on the ship, he faints.
Hoenn's and Sinnoh's Presidents appear in their respective chapters. They're both similar to Kanto's president. However, their relations to each other were never explained

In the Pokémon anime
The anime's Hoenn Fan Club president is named Sukizo. He also serves also as an judge for Pokémon Contests in Kanto, Hoenn and Sinnoh, alongside with contest director Contesta and Nurse Joy.
