Felicity operates the Pokémon Lottery Corner on the ground floor of both the Jubilife TV^DPPtBDSP and the Goldenrod Radio Tower^HGSS.

In Diamond and Pearl, she allows the player to draw a Loto Ticket only once, while in Platinum, HeartGold, and SoulSilver, she allows the player to have the number read to them as many times as they wish, allowing them to obtain a new Pokémon with an ID matching the Loto Ticket's.

She goes unnamed in Diamond and Pearl; her name was revealed on the TCG card Felicity's Drawing and then used in Platinum, HeartGold, and SoulSilver.
