Route 11
There is nothing on Route 11 but a handful of Trainers and a Berry tree. However, it does take you back to the Snorlax just outside Vermilion City. To wake it up, tune the Pokégear's radio to the Poké Flute Channel and examine the snoozing creature to place the radio near it. Annoyed, it attacks the nearest living thing. If you don't catch it, at least use Thief to swipe the Leftovers it holds. Now take Diglett's Cave to Route 2.

Diglett's Cave
With the Fuchsia beach blocked, the only way to reach western Kanto is through Diglett's Cave, a long tunnel that links Vermilion's east side with Route 2 in the northwest. Catch a few Diglett and Dugtrio on your way through before emerging near Pewter City.

Route 2
Loop around behind Diglett's Cave to find a Carbos, then visit the man in the house to the south for a Nugget. Pass through the gate to find an Elixir, and cut through the trees to reach the route's west side. Hike through the remains of Viridian Forest for a handful of items, and go north to enter Pewter City.

Pewter City
The Pewter Museum of Science is closed for renovations, but the Pewter Gym is still accepting challengers. There is also a man in the Poké Center who wants a Haunter, and is willing to trade his Xatu for it.

The Rock Solid
POKéMON Trainer
Brock still commands the Pewter Gym, meaning that the place still specializes in the Rock type. Grass-type moves will inflict massive damage against all five of his Pokémon, so Giga Drain can likely take each out with one shot. Alternatively, hit his Graveler, Rhyhorn, and Onix with Water- or Ice-type attacks, and his Omastar and Kabutops with Electric-type moves. Watch out for Earthquake and Sandstorm, which takes its toll on all but Rock-, Ground-, and Steel-type Pokémon.

Defeated, Brock awards you the Boulder Badge, which gives a slight boost to your party's Attack.
The Second Feather
There is an old man strolling around the east side of town. Talk to him to get the Silver Wing, an item he found while training in Johto. This feather lets you track down the second legendary bird, Lugia, in the Whirl Islands.
Rest your team, and go east to Route 3.
